PROBLEM TO BE SOLVED: To easily and quickly mediate disk exchange between users. SOLUTION: When a disk exchange request comes from a certain user terminal, a system controller 50 inquires the other user terminal about the propriety of disk exchange, and determines the acceptance of the disk exchange by a majority decision among the user terminals. When the acceptance of the disk exchange is determined, a disk exchange operation is performed. When a disk deciding request comes from a certain user terminal during the disk exchange operation, the system controller inquires the other user about the propriety of determination, and determines the acceptance of the disk determination by a majority decision among the user terminals.
