PROBLEM TO BE SOLVED: To provide a process cartridge and an image forming apparatus in which the frictional coefficient on a photoreceptor can be decreased by a simple structure to increase cleaning property and an image of high quality can be printed even when a toner having high circularity is used. SOLUTION: In the image forming apparatus employing a blade cleaning system and using a toner having high circularity, the revolution or the revolting time of a brush roller 62 in a cleaning device is controlled according to the image area rate on the surface of a photoreceptor 1 so as to control the supply amount of a lubricant 64 to the photoreceptor 1.
