PROBLEM TO BE SOLVED: To obtain a thermoplastic elastomer composition which has a permanent compressive set of 20% or less. SOLUTION: This thermoplastic elastomer composition comprises a rubber component which is at least partly crosslinked and is dispersed in a thermoplastic resin, wherein the thermoplastic resin and the rubber component have a mass ratio (the resin/the rubber component) of 10/90-30/70; the thermoplastic resin has a Young's modulus at 80°C at least 3 times as much as that of the rubber component, has a yield elongation at 80°C of 10% or more, has a softening point of 100°C or more and has a melt index (MI) of 5-40 g/10 min at a temperature for blending the thermoplastic resin and the rubber component; and the rubber component contains a polymer having a crosslinkable site at a rate of 9% by mass or more and has the permanent compressive set of 20% or less.
