<P>PROBLEM TO BE SOLVED: To provide an electronic application system which introduces a property certificate. <P>SOLUTION: An authentication office 5 issues an open key certificate certifying an electronic signature imparted to an application form. An application terminal 2a imparts an electronic signature to an application form, puts the application form and the open key certificate in one file, and transmits the file to an application reception system 1a. The application reception system 1a confirms the electronic signature included in the received file on the basis of the open key certificate. A certificate issue institution 3 issues a property certificate including the property information of a user of the open key certificate and information related to the open key certificate of the user. The application terminal 2a, when requesting and receiving the property certificate of the applicant of the application form to/from an application reception/certificate issue system 3a and integrating the application form and the open key certificate of the applicant, integrates them together with the property certificate of the applicant and transmits them to an electronic application reception device.
