PROBLEM TO BE SOLVED: To further heighten effect of hair growth and hair restoration by mixing an extract of pericarp of citrus fruits with a substance having synergistic effect on the extract. SOLUTION: This hair-growing agent is obtained by dissolving the extract of pericarp of citrus fruits into a solvent mainly containing water and having≤70 Hz cluster value and≥70 surface-active force value. Since the solvent has the small cluster value of≤70 Hz, the ingredient of the extract of pericarp is permeated into the scalp and the hair root, and since the solvent has a high surface-active force value of≥70, sebum of the scalp is dissolved and an extract ingredient is deeply spread to the hair root to exhibit higher hair growing effect of the hair-growing agent.
