PROBLEM TO BE SOLVED: To provide a fixing device constituted to shorten the time until attaining fixing temperature from starting heating, reduce the crush deformation of base substance even under pressuring by a reinforcing layer, obtain prescribed nip pressure, secure excellent fixing property, decrease heating amount and improve heat efficiency in a thermal fixing device for an image forming apparatus. SOLUTION: In a heating device provided with at least one or more magnetic flux generating means having an exciting coil and a magnetic body core, and having an induction heating element performing electromagnetic induction heating by the action of generated magnetic flux by the magnetic flux generating means, the induction heating element is tubular substance having ferromagnetic characteristic, has substance having high heat insulating characteristic on the inner surface of the tubular substance, and further has the reinforcing layer for securing the rigidity of the induction heating element inside of the said substance, then the magnetic flux generating means is arranged outside of them.
