PROBLEM TO BE SOLVED: To provide a lining structure and a lining method with which a part of lining refractory in a converter can be reused. SOLUTION: The reused lining refractory 24 set in the range of the lower part from molten metal surface SF at the stationary time in the plurality of lining refractories 20 set in the converter 1, uses a magnesia-carbon brick applying at least a part of non-additional metallic Al and the additional metallic Si in an antioxidant. Then, the lining exchange of the lining refractory 20 is reused by leaving the reused lining refractory 24. Further, the exchanging lining refractory 22 newly set so as to adjoin to the reused lining refractory 24, and the other lining refractory 22 newly set so as to adjoin to this exchanging lining refractory 22, are laminated to make the mutual step difference generated in the respective connecting portions within 90 mm.
