PROBLEM TO BE SOLVED: To provide a blind of a horizontal shielding blade having a strong and compact upper pole inside pole moving holding device for holding a moving pole by a pair of thin notched pole belts penetrating through the horizontal shielding blade. SOLUTION: A horizontal shaft is arranged to be rotatably held in an upper pole via a bearing. A pair of lifting gears are fixedly arranged at a regular interval on the horizontal shaft. A notched pole belt such as a thin toothed belt is respectively wound on the pair of lifting gears, and its rear side is penetratrd through a belt hole of the horizontal shielding blade, and is joined to the moving pole. Its front side is suspended on the obverse side of the horizontal shielding blade, and at least its one is formed into an operation side pole belt.
