PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having good leakage current characteristics. SOLUTION: A method of manufacturing the solid electrolytic capacitor includes a step of impregnating a capacitor element in which both electrode foils connected with an electrode leading-out means having a flat plate connected to the electrode foil, a round bar for penetrating a sealing means and an external connector connected to the round bar through a welding part with a 3, 4-ethylenedioxythiophene, a step of then impregnating with an oxidizing agent solution, a step of generating a polyethylenedioxythiophene in the capacitor element by a chemical polymerization, and a step of housing the capacitor element in a sheathing case. In the method, after the 3, 4-ethylenedioxythiophene is impregnated, the 3, 4-ethylenedioxythiophene adhered to the round bar of the electrode leading means is heated and removed.
