PROBLEM TO BE SOLVED: To strictly decide pure tones, even when input digital data have small signal amplitudes. SOLUTION: A encoding device is equipped with a scale factor calculating part 31 which calculates scale factors, corresponding to maximum values of spectrum components constituting digital data as to respective frequency bands and a pure tone deciding part 32, which varies the criterion for pure tone by using the maximum value and mean value of the scale factors.
