PROBLEM TO BE SOLVED: To reliably update a storage type STB without giving any inconveniences to users regardless of an inexpensive configuration. SOLUTION: There are provided a plurality of STBs 3, 3 that are distributed and installed in facility private branches, store a plurality of distributed video data, and output designated video data to individually connected monitoring devices; a host computer 4 that grasps the utilization condition of guest rooms GR, GR that are at installation positions of each of the plurality of STBs; and a video server 1 that acquires the utilization condition of the guest rooms GR, GR for each of a plurality of set top boxes from the host computer 4, and distributes new video data to the STB 3 in the guest room GR after checkout for storage.
