PROBLEM TO BE SOLVED: To prevent a transfer roller resistance change during ATVC control, to prevent image faults by correctly performing ATVC resistance detection, and to prevent image faults caused by a decrease in transfer current when constant voltage control is executed during the passage of papers. SOLUTION: Before ATVC resistance detection control during the non-passage of paper, at the constant voltage control during the passage of papers, or before the constant voltage control followed by the passage of paper, a voltage higher than the value of a voltage applied in the course of the control is applied for a given period of time.
