PROBLEM TO BE SOLVED: To provide a light quantity adjusting device capable of realizing the improvement in optical characteristic by eliminating the asymmetry of the aperture shape of a light passing port formed by two light shielding blades when the two light shielding blades are moved to open/close between an opened state and a totally closed state with respect to an optical axis or the decentration of the center of gravity of the aperture area of the light passing port, and to provide an optical device and a photographing device. SOLUTION: In the light quantity adjusting device for adjusting light quantity by moving two light shielding blades in an opposite direction to each other with respect to the optical axis of an optical system in the device and changing the aperture area of the light passing port by the movement to open/close from the opened state to the totally closed state by the two light shielding blades, the aperture shape of the light passing port formed by the two light shielding blades is asymmetric shape with respect to the optical axis in the opened state.
