PROBLEM TO BE SOLVED: To provide an underground cleaning apparatus by which amount of poured-in gaseous ozone can be regulated according to the level of underground pollution to attain effective utilization of gaseous ozone and operation is not hindered even during cleaning work, and a cleaning method using the same. SOLUTION: A long and slender pipe 4 is buried in the ground. In the pipe 4, hermetically closed partitioned chambers 5 which separate a part of a peripheral wall of the pipe 4 from the interior of the pipe 4 are provided at prescribed intervals in a vertical direction. Further a communicative hole 7 penetrating the peripheral wall 6 is provided at the peripheral wall 6 of the pipe where respective partitioned chambers 5 are located, an insertion hole 8 which vertically penetrates inside the pipe is provided at the central part of the compartment 5b located at an upper side and tubular bodies 14 which are individually connected to facility equipment 15 for cleaning with the respective partitioned chambers 5 installed outside passing through the pipe 4.
