PROBLEM TO BE SOLVED: To provide a moving video processing method, a moving video processing system which eliminates misidentification warning by the motion except the monitoring object in pictures, and a video monitoring system using them. SOLUTION: This system includes a computer hardware and an algorithm which detect specific motion in the environment with a lot of visual noises by an imaging means 1. This system removes the possibility of wrong detection that is not an abnormal phenomenon from movements seen often in outdoor natural environment by the algorithm adopting spatial filtering 11a, time filtering 12a, 12b, and evolution calculation 14a; and confirms only the movements in pictures to which user specifies alarm condition and form. This system detects movements relating to situations such as landslide, falling rocks, or dumping of objects. A moving video processing system 2 enables preservation of only the pictures of abnormal phenomenon, besides the system transmits visual image, image processing data, and generation of instantaneous warning sound or warning signal.
