<p><P>PROBLEM TO BE SOLVED: To retain the activation state without turning off a power source of a vehicle mounted terminal device for a constant time under the circumstance wherein it can be determined that a vehicle switch is turned on within a constant time after that even if the vehicle switch is turned off. <P>SOLUTION: In the on-vehicle terminal 100 mounted on the vehicle, a detection means 114 for detecting the stopping circumstance of the vehicle is provided, it is determined that the stopping time of the vehicle is short by an output from the detection means and as a result of the determination, the activation state of the on-vehicle terminal is retained only for a constant time interval even when the vehicle switch 118 is turned off. Further, in the on-vehicle terminal, the detection means is GPS unit 114 and it is determined that the stopping time of the vehicle is short by checking to position information and map information from the GPS unit.
