PROBLEM TO BE SOLVED: To provide a controller for an internal combustion engine capable of generating effective negative torque while suppressing oil loss via the piston ring by changing valve opening characteristic of an intake valve. SOLUTION: This controller is provided with an intake electromagnetic driving valve as a variable valve gear for changing valve opening characteristic of the intake valve. When engine brake is demanded, valve timing is switched to valve timing for deceleration. At the valve timing for deceleration, the intake valve is opened at compression top dead center to set to a valve opening condition during a period of time from the start of expansion stroke to the end of suction stroke.
