PROBLEM TO BE SOLVED: To provide a paper inclination detector capable of precisely detecting the inclination of paper from a picked up image of the paper with a simple method. SOLUTION: Image data of the paper 10 inputted through an image input device 12 are binarized by an image processor 13, and developed to an image memory 15 having a horizontal X-axis and a vertical Y-axis in pixel units. A CPU 11 inspects white-black reverse coordinates in the image memory 15 by scanning at least from one direction of vertical direction and horizontal direction. Taking the first white-black reversed coordinate as a start position, a straight line on which the white-black reverse coordinates continue in one direction from the start position is detected as one edge of the outer shape of the paper 10, and the inclination of the straight line is calculated as the inclination of the paper 10.
