PROBLEM TO BE SOLVED: To provide a technique for forming/separating sludge inexpensively and certainly from water to be treated containing sludge matter such as sludge, an SS suspended substance or the like, in a sewage treatment apparatus. SOLUTION: In a sewage treatment tank 100, a photocatalyst device 130 is immersed in the bottom part of a sedimentation/separation tank 110 under a scum storage tank 120. The photocatalyst device 130 is constituted using an ultraviolet fluorescent lamp (black light) 131 constituted by coating the surface of a lamp with a titanium oxide film 132. The titanium oxide film 132 is irradiated with light of the ultraviolet fluorescent lamp 131 to generate fine gas bubbles of hydrogen, oxygen, carbon dioxide, nitrogen and the like and these fine gas bubbles adhere to the sludge matter S1 deposited on the bottom part of the sedimentation/separation tank 110 to float the sludge matter S1 to the vicinity of the surface of the water as scum S2.
