PROBLEM TO BE SOLVED: To achieve a drilling tool and a drilling method for perforating pores, which avoid a separation phenomenon at a diamond cutting edge section and inhibit reduction in a perforation efficiency even when there is a plurality of angular portions in the cutting edge section as the drilling tool and which prolong a service life, allow efficient perforation of the pores having a uniform diameter and improve workability. SOLUTION: The drilling tool for forming holes in a plate-shaped article comprises a processing section on which diamond abrasive grains are fixed by electroforming and which is formed in a needle shape having a diameter of 0.05 to 1 mm and a length of 0.3 to 10 mm, and a fixing section for holding the processing section. A processing machine is constructed of a drill means for supplying processing fluid and drilling the plate-shaped article and a processing feed means for performing processing feed. The pores are efficiently perforated with the drilling tool and the processing machine under a condition that rotation speed is 80,000 to 300,000 rpm and processing feeding is 0.1 to 3 mm/sec.
