PROBLEM TO BE SOLVED: To solve the problems that consideration is not taken, in a conventional system, in cases where updating is performed in a time, etc., by storing the time where a user does not use a communication terminal, etc., and where it is distinguished whether updating is performed or not in response to the degree of necessity to update a program or data, concerning a program and data updatable communication terminal. SOLUTION: The communication terminal includes: a communication part for communicating with a server via a communication network; a storage part for storing the program; a control part for controlling the communication part and the storage part; and a usage situation storage part for storing the usage situation of the communication terminal.
