PROBLEM TO BE SOLVED: To enhance an assembling workability of a rolling element relative to a roller member without being influenced by an outer diameter tolerance of the rolling element and an inner diameter tolerance of the roller member. SOLUTION: The whole number of rolling elements 28 retained to an annular shape by a fixture are collectively inserted into an inner diameter part 40 along an axis direction of the inner diameter part 40 from an opposite side to a flange part 42 formed on one side end of the roller member 30. After the whole number of the rolling elements 28 are attached into the inner diameter part 40 of the roller member 30, a circlip is attached to one side end of the inner diameter part 40 at the opposite side to the flange part 42 and the rolling elements 28 are retained between the flange part 42 and the circlip through a circular groove 44.
