PROBLEM TO BE SOLVED: To save labor in creation/change of a process controlling program for efficient operation. SOLUTION: A schematic diagram created manually or by a CAD system is set on a scanner, and image data of the schematic diagram are acquired (S2). Based on the image data, compositions such as a computing cell and a binding factor included in the schematic diagram are extracted (S3), contents of a soft cell performing computing and processing are analyzed (S4), and the binding factor is analyzed for grasping a binding condition between the respective soft cells. Then, a data table describing the contents and their binding conditions of each cell in the cell number order is crated as a data format specific to a maintenance tool and stored (S6, S7). In this way, labor for manual input by operation of an input part of the maintenance tool can be saved, and program designing can be carried out efficiently. COPYRIGHT: (C)2005,JPO&NCIPI
