PROBLEM TO BE SOLVED: To provide a surface coated cutting tool having excellent chipping resistance and oxidization resistance. SOLUTION: A coating layer is provided on a base material in the surface coated cutting tool. The coating layer is provided with an inner layer and an outer layer. The inner layer is composed of a compound of one or more elements selected from a group composed of the group 4a, 5a, and 6a metals in Periodic Table, Al, and Si, and one or more elements selected from a group composed of carbon, nitrogen, and oxygen. The outer layer is composed of an aluminum oxide. At least a part of the aluminum oxide is amorphous. The inner and outer layers have compressive stress. The compressive stress in the inner layer is larger than that of in the outer layer and made to be≥1 GPa and≤3 GPa. The inner and outer layers are formed by a physical vapor-deposition method.
