<P>PROBLEM TO BE SOLVED: To enable effective recycling of waste molten slag and red mud, and to provide a low-cost high-strength block and its manufacturing method. <P>SOLUTION: The block is formed by kneading the waste molten slag or water-granulated slag obtained through water-granulation of the waste molten slag, red mud and cement.
