PROBLEM TO BE SOLVED: To provide a flicker level / noise level detector adopting an inexpensive, versatile and downsized configuration. SOLUTION: The flicker level / noise level detector is configured with: a luminance photometry logic 13 for calculating a luminance evaluation value by each frame; a segmentation means 7 for extracting only a video signal of an OB region; a selection means 8 for selecting a signal from the luminance photometry logic 13 or a signal from the segmentation means 7 and outputting the selected signal; and a level detector 9 for transmitting a flicker level detection output when the level detector 9 receives the signal from the luminance photometry logic 13 or a noise level detection output when the level detector 9 receives the signal from the segmentation means 7.
