PROBLEM TO BE SOLVED: To provide a method for producing a new precursor of a solid catalyst component for polymerizing olefins and to provide the solid catalyst component and a catalyst for polymerizing the olefins affording a polymer with slight fine powder while maintaining stereoregularity and yield of a polymer at high levels. SOLUTION: The method for producing the precursor of the solid catalyst component for polymerizing the olefins is carried out as follows. Dialkoxymagnesium powder is treated with a polycarboxylic acid halide in the presence of an inert organic solvent to provide a suspension containing the precursor of the solid catalyst component for polymerizing the olefins. The solid catalyst component and the catalyst for polymerizing the olefins are characterized in that the precursor prepared by the method for production is brought into contact with a tetravalent titanium halide compound.
