[MEANS FOR SOLVING PROBLEMS] A radio tag information communicating apparatus (2) includes a cartridge holder part in which a cartridge (100) can be removably held; an antenna (14); a signal processing circuit (22) for producing access information for accessing radio tag information of an IC circuit part (151); a transmitting part (32) for transmitting the produced access information to an antenna (152) via the antenna (14) in a noncontact manner and for accessing the radio tag information of the IC circuit part (151); and a control circuit (30) for controlling the manner of transmission from the transmitting part (32) such that it agrees with a tag attribute parameter of a radio tag circuit element (T0) included in the cartridge (100) held in the cartridge holder part or with a communication parameter.
