A thermal insulation material suitable for insulating outer building constructions from their inner sides at a base cement, calcium hydroxide, expanded pearlite and cellulose fibre, method of its production, as well as production of cover plate with carbonization by gaseous carbon dioxide with increased concentration. Solution will use by the thermal insulation outer building constructions from their inner sides of walls, especially by the historic buildings with possibility applications new thermal insulation material, also as mortar and in form cover plates.
