A device for topical application of drugs or chemical compounds is provided to dispense drugs(topical ointment) or cosmetics stably, easily, exactly and conveniently to skin. The device for topical application of drugs or cosmetics comprises a pen point(1) of writing instruments such as marking pen; a part(2) for receiving the drugs or cosmetics wherein a filter such as cotton or acryl is inserted so that drugs or cosmetics do not flow down; and a stopper(3) for injecting drugs or cosmetics. The device comprises only a pen point excluding the filter and stopper, in case that the drugs or cosmetics are stored separately.
