PROBLEM TO BE SOLVED: To provide a radiological image conversion panel having high sensitivity and few brightness irregularities, and a manufacturing method of the radiological image conversion panel. SOLUTION: The coefficient of variation of the activator concentration in a phosphor layer surface of this radiological image conversion panel having the phosphor layer formed by a vapor-deposition method and comprising a parent component and an activator component is preferably below 40 %, more preferably below 30%, furthermore preferably below 20%, and most preferably below 10%.
