PROBLEM TO BE SOLVED: To properly control the chlorine content in the cement firing system. SOLUTION: In a method to manufacture cement clinker by feeding wastes containing chlorine into the cement firing system, a part of raw material is taken out from a preheater 1, where the chlorine concentration of the raw material in the preheater 1 and/or that of cement clinker is measured by a detecting means 36 and the quantity of raw material taken out from the preheater is controlled based on the measured data by a controlling means 37.
