A system and a method for offering services without a certification procedure after certification of a wireless terminal through the network are provided to facilitate user certification, and make certification and information management for a user convenient by linking the multiple certification information of the users using the services offered through the different networks. The first and the second connection server(10,20) respectively process connection of the users connected to through the wired/wireless Internet. A certification server(30) includes the first and the second certification part(31,32) respectively processing the certification for the user connected through the first and the second connection server, the first processor(33) assigning a temporary ID to the user, and the second processor(34) converting the temporary ID into a normal ID. The first certification part performs the certification based on a wireless terminal number and a resident registration number of the user transferred from the first or the second connection server. The second certification part additionally certifies the primarily certified user based on the user information stored in a member database(44).
