<P>PROBLEM TO BE SOLVED: To improve a bonding strength between a cementing target and the mating cementing target. <P>SOLUTION: Particles of sandblasting powder coated with a resin are fixedly attached to a cementing surface while embedded into the cementing surface bonding to the mating target 31 through a resin-based cement 41. The sandblasting powder with the resin is fixedly attached to a cementing target member 12 by sandblasting the sandblasting powder with the resin to the cementing surface.
