PROBLEM TO BE SOLVED: To protect the improper use of content by monitoring a terminal itself to be a peer-to-peer station and monitoring unauthorized operation itself of the terminal, rather than by monitoring the content itself. SOLUTION: A distributed file shared terminal has a content file accumulation part, a transmission request information receiving part, and a content file transmission part. The system has a part for holding transmission destination identification information, a decision part for deciding whether or not operation for a transmission destination identified by the transmission destination identification information is a specified operation, and a management part for disabling the use of the transmission destination information held in the transmission destination identification information holding part when decision result of the decision part shows that the operation is the specified one.
