PROBLEM TO BE SOLVED: To realize a so-called numeral selection type public lottery in which a plurality of numerals are selected in a designated range to decide a winning price by using a means of selecting target numerals and a means for utilizing contingency in a combined way in order to select the numerals while avoiding appearance of unnecessary numerals and which can be utilized for a family game and party with children and elderly persons. SOLUTION: When selecting the numerals, the means of selecting the target numerals and the means for utilizing contingency like picking up mixed table tennis balls can be used in combination.
