<p><P>PROBLEM TO BE SOLVED: To provide a toll pre-adjustment system realizing relaxation of a traffic jam and improvement of convenience. <P>SOLUTION: A user accepts a passing ticket from a passing ticket issuing machine 1 in an expressway entrance as heretofore. On one's way to go to a destination, the user makes a toll adjustment machine 2 read the passing ticket and inputs the destination to adjust a toll, or inputs the destination and a passing ticket ID recorded in the passing ticket from a mobile terminal 3 to perform adjustment on the basis of the Web. When inputting the destination, the user simultaneously inputs a license number of one's own vehicle, and the system transmits it to a tollgate of the destination (an exit) as the already adjusted vehicle license number. In the exit tollgate, collation with a license number of a passing vehicle is performed by a passage propriety decision terminal 5.
