<p><P>PROBLEM TO BE SOLVED: To provide a hydraulic cement composition which prevents the degradation of strength caused by transition without impairing the characteristics possessed by alumina cement, is excellent in neutralization resistance and is used mainly in a civil engineering/construction field. <P>SOLUTION: The hydraulic cement composition contains 100 parts binder comprising 5-10 parts alumina cement and 95-10 parts latent hydraulic material, and 5-300 partsγ-CaO-SiO<SB>2</SB>powder. A cement concrete composition contains the hydraulic cement composition.
