PROBLEM TO BE SOLVED: To obtain a diamond whetstone having an improved shape precision and a long service life as a tool. SOLUTION: Protruding positions of diamond abrasive grains 5 forming a tip working plane of the diamond whetstone 1 are aligned with a reference line L. The whetstone is formed so that the protruding positions of the grains 5 are on the same plane (peripheral surface). The peripheral surface of the diamond whetstone 1 is brought into contact with a contact member made of a highly compatible material with carbon while the whetstone 1 is rotated. The abrasive grains 5 are ground by a chemical reaction between the grains 5 and the contact member. This grinding causes the protruding positions of the diamond abrasive grains to be leveled on the same plane. The working plane of the whetstone 1 is leveled without unevenness of the grains 5, and edges of each grain 5 are sharpened. When working is done by the diamond whetstone 1, the edges of the diamond abrasive grain 5 are sharp, and since all of the grains 5 on the working plane grind, highly precise working is possible.
