<p><P>PROBLEM TO BE SOLVED: To provide a portable information recording medium which is portable in an off-line, and in which a write-in data amount per sheet is increased, and time for retaining and processing recorded data is reduced. <P>SOLUTION: When a hybrid CD-R is loaded, a start control program is started (S1). Firstly, an illegal copy judging program is started (S2). It is judged whether or not the hybrid CD-R is an illegal copy (S4). When judged as an illegal copy (Yes at S4), the control program goes to the step (S12) and ends the processing. When judged as a right disk (No at S4), the control program decides whether to retain or read out the data at step (S5), and in the case of retention (Yes at S5), a file compression program is started (S6). A specified data is compressed (S7). Then, a file enciphering program is started (S8). The compressed data is enciphered (S9). After the encryption processing is ended, a CD-R write program is started (S10). The ciphered file is written in a recordable area of the hybrid CD-R (S11).
