PROBLEM TO BE SOLVED: To shorten a time for an optical pickup to reach an access position and a time for the rotational speed of a spindle motor to reach a predetermined rotational speed, accordingly shortening a time before the start of data reproducing or recording, to suppress the sudden great acceleration/deceleration of the spindle motor, and to reduce power consumption by obtaining the rotational speed at an access position at high speed. SOLUTION: A drive control section 8 decides an area in which an access position is included on the basis of a switching position recorded in a switching position storage section 13 for switching the area of recording by a CAV system with the area of recording by a CLV system, and when the access position is decided to be the area of recording by the CVL system, the rotation of an information recording medium by the CLV system is started before the end of the movement of an optical pickup 4 to the access position.
