PURPOSE: A wireless control device and a mobile communication method are provided to measure the number of MSs(Mobile Stations) which can receive broadcast data or multicast data, thereby supplying services in accordance with the measured number of the MSs. CONSTITUTION: An RNC comprises as follows. A position registration information receiver(11) receives position registration information on a position registration area from an MS. A receiving capacity obtainer(12) obtains a receiving capacity of the MS. A measurer(14) measures the number of MSs capable of receiving broadcast data or multicast data, with regards to the position registration area based on the position registration information and the receiving capacity.
