PROBLEM TO BE SOLVED: To provide a full-color image forming apparatus which can prevent partial deterioration in a photoreceptor even for the output of various types of documents. SOLUTION: The image forming apparatus is a full-color image forming apparatus with a plurality of image forming elements arranged, each element equipped with: a charging means to charge an electrophotographic photoreceptor by applying a voltage obtained by superposing an AC component on a DC component to at least a charging member; an image exposure means; first and second developing means; a transfer means; a cleaning means; and an electrophotographic photoreceptor. The photoreceptor is provided with a surface protective layer having wear resistance of≤0.1μm wear amount per 10,000 rotation of the photoreceptor for forming images. In each image forming element, a non-image forming region of the toner by the first developing means is developed with a toner by the second developing means between the transfer means to transfer the toner to the transfer body and the cleaning means after the toner image is developed on the photoreceptor on the basis of the image exposure by the first developing means.
