<p><P>PROBLEM TO BE SOLVED: To provide a transportation scheduling device, a transportation scheduling method, and a program thereof, in which a transportation schedule can be formed under consideration of transportation cost within ranges of limitation in transportation. <P>SOLUTION: In a transportation scheduling processing part 14, the transportation schedule is formed to determine sources for transportation, dates for transportation, quantity for transportation, and destinations in transporting goods from a plurality of sources as bases for production or bases of stock to a plurality of destinations in accordance with order information referred to in a order information database 12a. It includes a first variable to indicate quantity of transportation of goods, and a second variable to indicate quantity of shortage generated at the destinations.
