The invention relates to a device for thermal conditioning of premises with low energy consumption. The inventive device consists of surface systems (2) for heat transmission and latent heat accumulators (3.2) which are arranged in premises (1) and/or embodied in the form of a limiting section of premises close to the surface thereof. Said latent heat accumulators (3.2) are not materially connected to the surface systems (2) for transmitting heat and the heat transmission between the latent heat accumulators and the surface systems is carried out directly by radiation and indirectly by air convection. A method for parameterising systems containing latent heat accumulating substances is also disclosed.
