PROBLEM TO BE SOLVED: To provide a monitoring/operating system, method and program to protect a Web server from a web page alteration attack by protecting homepage alteration in advance. SOLUTION: A Web server 10 checks a command which a Web browsing person terminal 40 transmits in browsing Web contents. When the transmitted command coincides with a signature pattern, the access is disconnected, the Web browsing person terminal 40 is registered in a rejection list, and the hash values of Web contents are examined. When the transmitted command does not coincide with the signature pattern and the command is within the range of an access restriction table, the Web browsing person terminal 40 is registered in a permission list and the Web contents are copied to mirror Web contents. When the transmitted command does not coincide with the signature pattern, and the command is out of the range of the access restriction table, the hash values of the Web contents are examined. When the examination result of the hash values is not normal, it is decided that the contents have been altered, and processing in case of alteration detection is carried out.
