PROBLEM TO BE SOLVED: To provide a skin-whitening cosmetic that has more increased skin-whitening effect than that of the intrinsic whitening agent by extracting the effective plant with activated water or a solvent including the same. SOLUTION: This skin-whitening cosmetic includes an activated extract from a plant belonging to the genus Ageratum as an active ingredient. Further, this invention includes a skin-whitening agent extracted from the plant with an activated water prepared by solving magnetite in concentrated hydrochloric acid or a mixed solvent including the same.
