PROBLEM TO BE SOLVED: To easily and accurately perform authentication operation of a user accessing a network of a transmission host. SOLUTION: At the time of network connection, a PE router 12 generates a link local address of a recipient host (a user PC) 10, 11 from a transmission source MAC address of some packet transmitted from the recipient host, and registers it. The PE router 12 generates a packet for requiring authentication of the access to the backbone network 13 on the transmission host 14 side from a user ID inside the packet, and transmits it to a user authentication server 15 to allow authentication processing in the user authentication server 15.
