PURPOSE: A device for detecting a fluid flow and a method for manufacturing the same are provided to easily obtain information of various fluids by installing a common heater on a predetermined portion of a substrate. CONSTITUTION: A fluid flow detecting device(100) includes a substrate(11) formed at a front surface(11a) thereof with an insulation layer(12d). A common heater(13) is provided at an upper portion of the insulation layer(12d) in such a manner that the common heater(13) is heated by means of external voltage. A plurality of detecting electrodes(14) is provided about the common heater(13). A plurality of temperature detecting electrodes(16) is provided so as to detect the temperature around the substrate(11).
