PROBLEM TO BE SOLVED: To secure the concurrence of information to be collected in the collection of source information for generating prescribed content information. SOLUTION: A center device 400 is provided with; a collection request information generation part (an information generation part 417 and an information editing part 416) which generates collection request information including request information for information collection and regional information indicating a region where information should be collected; an information transmission part 419 which transmits the generated collection request information by radio; a communication part 413 and an information reception part 412 to which information collected as response information to the collection request information and detection position information indicating a position where collected information is detected are inputted via a prescribed network 230 or radio; and an information processing part 421 which obtains a region including the position indicated by the collection region information of the inputted response information, uses the information collected as the response information to generate contents information, and correlates the generated contents information to the regional information.
